David Iannucci's Department promotes and markets Baltimore County as a business location, and support efforts to create a renaissance of the County's older business districts. Prior to coming to Baltimore County , Mr. Iannucci served as Secretary of the Maryland Department of Business and Economic Development (DBED), and as Deputy Secretary. As Secretary, he identified new business opportunities that built on the State's economic resources. He was a strong promoter of Maryland 's technologically superior workforce and the critical connection between economic development and higher education. During his tenure with Maryland 's economic development agency, Mr. Iannucci is credited with playing an integral role in attracting a number of major employers to Maryland and to Baltimore County , and facilitating a number of significant expansions of local businesses. His efforts include General Motors' Allison Transmission and Morgan Stanley. Mr. Iannucci has built an extensive career in government service. He has served as Deputy Chief of Staff for Governor Parris N. Glendening, providing executive branch oversight for a number of state government agencies. Prior to returning to State government, Mr. Iannucci served for three years as Vice President for Policy and Public Affairs for the Prudential Health Care Plan of the Mid-Atlantic. Mr. Iannucci was involved with business strategy development for all of the company's products. He coordinated legislative and regulatory relations for the executive and legislative branches of government in Maryland , Virginia and the District of Columbia . Mr. Iannucci was Chief Legislative Officer for Governor William Donald Schaefer. Before his appointment to the top position, he served as Deputy Legislative Officer for two years. Prior to that position, he worked for eight years in the General Assembly's Department of Legislative Reference. Mr. Iannucci graduated in 1974 with honors from the University of Maryland College Park , having earned a Bachelor of Arts degree. He earned a Juris Doctor from the University of Maryland School of Law in 1979, and has been a member of the Maryland State Bar since that time.
